People living in the high-rise Stanhope House say they have been continually told by council chiefs that there is "insufficient budget" to carry out works to improve the site.

Elderly residents say the garden was "ruined" around three years ago when council workers carried out works to repair balconies on the block.

At that time the plants were pulled out and bark laid down, cheap ed hardy but the weeds were left to grow.

Stan Turner, aged 87, who lives at the flats told the Herald this week: "They ruined the garden when they repaired the balconies.

"They have not done anything with it since. Nothing at all.

"All they require is a strong weed killer to spray them and put some bark down and plant a few green plants.

"One man could do it in one day."

He and his wife Joan, aged 84, have lived at the property for 14 years and said the weeds were "right on our front door".

"People approach it and see nothing but weeds 4ft high," Stan added. "They have said for three years they have no money."

The town has recently been planting tens of thousands of plants in preparation for the Heart of England in Bloom contest.

A Tamworth Borough Council spokesman said: "A request was received from one household in Stanhope House last year, to improve the small piece of land adjacent to the entrance ramp to the block. The resident was advised that there was insufficient ongoing budget available to grass and plant the area but alternatives would be explored in the new financial year.

"The resident was advised two weeks ago by the estates management team that quotes for the improvements were in progress, with a view to alternative surfacing to enhance the area cosmetically, possibly with gravel or bark "Once this process is completed, residents will be consulted to ascertain their feedback."

AFTER a night dining and dancing in the company of film star Jeremy Irons, Spanish actress Loles Leon was hoping for something more than conviviality when he invited her back with friends to his hotel suite.

The Cork-based actor's understated charm had apparently worked its magic on Miss Leon and she was looking forward to a romantic encounter.

But instead of the evening culminating in a passionate embrace, it ended in hospital after she fell down a flight of stairs in Irons's suite.

Following a decade-long legal battle, Loles Leon, now 57, has been awarded E44,000 in compensation after breaking her pelvis in the Madrid hotel room of the married Englishman.

The two had met earlier in the evening on a television show, went for dinner and then out dancing before returning to the five-star Santo Mauro hotel with a small group 'for one last drink'.

But the lights in Irons' suite were not working, and the actress fell down 18 steps, seriously injuring herself, as she looked for a switch.

Miss Leon, from Barcelona, spent 36 days in hospital following the incident in October 1999.

She has fought a lengthy legal battle with the hotel ever since, but on Tuesday the Supreme Court in Madrid ordered the establishment to pay her E44,000. She had demanded E551,000 but the court found the hotel only partially responsible for the accident, for not having emergency lighting in the suite.

Irons, 61, who lives in a controversial 'pink' castle in Ballydehob, Co. Cork, is perhaps best known for his role as Charles Ryder in the 1981 TV adaptation of Brideshead Revisited. He has been married to Irish actress Sinead Cusack, 61, since 1978 and they have two grown-up sons.

On Wednesday Miss Leon, who appeared in Pedro Almodovar's films Women On The Verge Of A Nervous Breakdown and Tie Me Up! Tie Me Down!, described the night in an interview with Spanish newspaper 20 Minutos.

She said: 'We met on a television programme called Vertigo. Later we designer shoes went to dinner, to dance. We were with five or six people and we decided to go for "one last drink" in the hotel. As Jeremy is such a genslp tleman he insisted I went in (to the suite) first. There was a staircase, I went to turn the light on and I fell. I went flying. Everyone was screaming, including me.

'They didn't know what had happened to me. Jeremy Irons ran to reception to tell them to bring a torch to see what had happened.

'There were 18 steps, and I fell to the bottom. I could have been killed. In court they asked me what I was going to do in the room. I told them "listen, I am a big girl and I can do whatever I like".

'I don't have to explain myself to anybody. He was married... I went with him so I could tell my girlfriends.

To tell them I had spent the night with Jeremy Irons. But God knows what would have happened if I hadn't fallen. I think he was up for it. That happens sometimes.

"As avid and committed recyclers, Salt Lake City residents have asked us regularly to expand their waste disposal options and add glass recycling drop-off sites around town," Mayor Ralph Becker said in a statement Thursday. "Our leading waste and recycling services are only effective if we utilize them."

The city soon will move to year-round yard-waste collection. Leaves and Christmas trees will be collected only in yard-waste containers, diverting 24 tons of plastic and bag waste each year, officials said.

Leaf removal also will be increased from three planned pickups per season to weekly waste container pickups.

Garbage collection fees, meanwhile, will be increased, officials said.

Residents who do not currently use the yard-waste program will see a $3.50 increase monthly. Residents already using the program will see a $1.25 monthly increase beginning in July.

Officials said the changes will help extend the life of the city landfill, which, at the current pace, is expected to reach capacity within 50 years.

The drama maintains a steady, somber tone. The theme of blood and killing weaves the characters together as the story unfolds.

Director Rodger D. Sorenson presents the play much like a Greek tragedy. Jennie Pardoe plays the emotional role of a mother. Killings have taken a toll on the woman, who lost her husband and two sons to traditional feuds. While her frequent outbursts are filled with great emotion, they come across as a bit overdone and sadly, repetitive.

The small theater located in the basement of the Harris Fine Arts Center made for an intimate setting.

THIS one should keep the conspiracy theorists in clover for months, possibly even years. Just days after Celtic's sneak attack on Scottish referees, they leave Ibrox with one more complaint. One more incident to be raised at their impending summit with the SFA hierarchy.

And here's where it gets tricky for those of us who happen to believe the men in black deserve more than snide abuse for making a pretty good fist of an almost impossible job.

Because, while you might decry Celtic for the timing and manner of their unseemly and almost cowardly briefing against officials, they have been on the receiving end of harsh decisions in all three Old Firm games this season.

They didn't lose this game because Scott Brown was sent off for his tussle with Kyle Lafferty.

But their chances of winning were dashed the moment referee Dougie McDonald, placed in an intolerable position by the crude assault on officialdom, showed the visiting captain a red card.

For all the post-match chatter about technicalities and intent, the bottom line is a yellow card for Brown and Lafferty -- as much sinner as sinned against -- would not have provoked howls of protest from anyone bar those on the lunatic fringe.

Lafferty raised his hands, Brown's head made minimal contact with the Rangers player's chest. Show them both yellow, tell them to grow up and let the game go on.

There is, of course, little chance of McDonald agreeing to rescind the red card when Celtic's appeal is considered.

"That game ... reflects Allen," said Greenberg, whose team took the lead for good with 3:41 left. "We were determined, resilient. We stayed together. The second half, that was probably the best we've executed all season."

Tech (21-4, 8-3) won its fifth straight game and moved into second place in the ACC, one-half game in front of Wake (18-6, 8- 4) and Maryland (7-3). First-place Duke (9-2) visits Miami tonight and hosts Tech on Sunday.

"We're going into Duke playing for first place and nobody expected that to happen," said Delaney, whose team topped last year's total of seven ACC wins.

The Hokies, who remained unbeaten at home, gave their NCAA tournament resume a big boost. They improved to 2-2 against teams currently in the top 50 of the RPI. Wake began the day No. 11 in the RPI.

The Hokies shot 33.3 percent from the field in the first half but 51.6 percent in the second half.

"We never quit," Delaney said. "We couldn't get stops at one point in the game and we couldn't get out in transition. We switched to zone, kind of mixed it up on them a little, got some stops and got out in transition. That's what got us back in the game."

Tech outrebounded the taller Demon Deacons 25-15 in the second half.

Jeff Allen played only 18 minutes because of foul trouble, but J.T. Thompson had 16 points and Terrell Bell had 14 rebounds and four blocks.

"That's what makes teams great," Bell said. "Everybody just works together. We're trying to be one of those teams."

Down 61-50 with 12:31 left, Tech went on a 21-8 run to grab a 71- 69 lead with 6:05 to go.

"We knew they [were] going to jump on the pump-fake, so we started doing that," Thompson said. "It made the shot a little more clear because it's a little hard to make shots with them big guys down there."

Dorenzo Hudson had nine of his 21 points in the run, including a dunk after a Cadarian Raines block to cut the lead to 61-54.

"We kind of got down on ourselves a little bit in the first half," Hudson said. "We just came out and played ball in the ... second half."

After turning the ball over, Bell hustled down the court and blocked a shot. Delaney made a layup and was fouled by Chas McFarland, who fouled out of the game. Delaney made the free throw to cut the lead to 65-64.

Delaney sank a 3-pointer to give Tech its first lead of the second half at 70-69.

"We got out in transition, but we also executed," Delaney said. "Every set we ran in the second half, we executed well."

Allen missed two free throws, but Thompson got the rebound, was fouled and made two free throws to give Tech a 73-72 lead with 5:07 left.

Hans Christian Anderson, who wrote "The Little Mermaid" and "The Red Shoes," wanted to be an opera singer. At 14, he ran away from home and was taken in by a series of affluent older men.

He had an affair with a Danish ballet dancer, Harold Schaff. By the time of Anderson's death at 70 in 1 875, he had achieved world fame for his many fairytales of wonderment and introspective woe.

Of his own sexuality, he wrote to Edwin Collin, Danish Royal Theater director's son, "I languish for you as a pretty Calabrian wench. My sentiments for you are those of a woman. The femininity of my nature and our friendship must remain a secret."

"The Red Shoes," now a cult film, was released in England in 1948. It was something of a flop, but in the United States it ran at New York's Bijou Theatre for two sell-out years. Quipped its coproducer Michael Powell, "attracting half the little would-be tutu girls in America."

The film, in digitally enhanced, supercharged radiant color, is being once more shown at New York's Film Foundation. It stars Sadler Wells Ballet prima ballerina Moira Shearer (her first film), actor Anton Walbrook, and Sadler dancers Robert Helpmann - now Sir Helpmann - and Leonide Massine.

Often ranked by critics as one of the best 100 films ever made, "The Red Shoes" is replete with gay associations. Walbrook's character - dance impresario Boris Lermontov - is based on Sergey Diaghilev, founder of the famed Ballet Russe, and autocratic lover of both Vaslav Nijinsky, and later Massine.

(Nijinsky, perhaps the greatest male ballet dancer of all time, shocked authences at the opening night of his performance of "The Afternoon of a Faun," to the music of Claude Debussy, by dancing in tights without the non-bulge-displaying dance supporter. He was eventually coerced into a horrid marriage, disowned by Diaghilev and died insane. One fifth position too many!)

Anderson's tale, "The Red Shoes" is about a ballet dancer whose dance career takes off spectacularly when she is given a pair of demonic red ballet slippers. They cause her to dance, dance, dance, forsaking opportunities for love, happiness, a family life to cherish.

The red shoes are tenacious. She cannot removed them. Eventually she dances nonstop to her untimely death. (In the film version, Moira Shearer leaps in front of an oncoming train. What, if anything, this did to replica hublot watches dash the hopes of kiddie ballet aspirants is not known.)

It is the paradox that stood its ground at Bunker Hill, paradox that made a doomed charge on Fort Wagner, paradox that stormed San Juan Hill, advanced through the Meuse-Argonne, landed on Iwo Jima, liberated Seoul and was taken prisoner in Hanoi.

It is the paradox: black men, will you defend America? Leave skin and blood in foreign lands fighting for ideals that do not include you?

Ideals like, We hold these truths to be self-evident that all men are created equal.

And, One man, one vote.

And, Liberty and justice for all.

That paradox suffuses "For Love of Liberty," a moving new documentary airing this month -- Black History Month -- on PBS. The program is a valuable compendium of black military history. Through narration and dramatic readings, a host of prominent actors -- Halle Berry, Avery Brooks, Ice-T, John Goodman, Robert Duvall, Charles S. Dutton, LeVar Burton, Louis Gossett Jr., Susan Sarandon, Mel Gibson, Bill Cosby and many more -- recreate the often incomprehensible bravery of black men and women who answered when their country called.

We get the runaway slave Crispus Attucks becoming the first person to die for American independence, and 5-foot-4 130-pound Pvt. Henry Johnson single-handedly driving off two dozen German attackers. We get Staff Sgt. Ruben Rivers, broken bone poking through his skin, refusing to be evacuated, refusing morphine, and leading his men against the Nazis in a battle that took his life. We get Pvt. Milton Olive throwing himself on a grenade in Vietnam. We get tombstones, reminding us that freedom bears a price.

But over, amid and above all that, we get the paradox.

One story paints the picture: It seems that during the Second World War, a group of nine African-American Marines in full uniform were traveling by train through Louisiana. They were denied service in the dining area of a local cafe, given sandwiches and sent to eat them in a room off the kitchen. As they ate, the men watched through the window as German prisoners of war and the white soldiers guarding them entered the same dining area to be seated and served.

As one of the black men asked in a letter to a military magazine: "What is the Negro soldier fighting for? On whose team are we playing? I stood outside looking in, but could not help to ask myself these questions. Are these men sworn enemies of this country? Are we not American soldiers sworn to fight and die, if need be, for this, our country? Then why are the Germans treated better than we are?"

From time to time in this country, one hears people -- sometimes implicitly, sometimes explicitly -- question the patriotism, the "American-ness" of African-American people. We heard this most recently during the racially charged campaign of 2008 when some said Michelle and Barack Obama and, by extension, those of us who look like them, were insufficient in their love of country, lacking in fealty to its highest ideals.

It is always ... enlightening to be lectured on love of country by those whose heritage includes no paradox. One hopes a few of them will chance upon this program.

One hopes they will see the stories of valor, linger upon the tombstones, watch American Marines denied seating at a table to which even Nazis are welcome, and marvel at the sheer love of country this bespeaks. Not love for the country as it is, but love for what it could
