Shami Chakrabarti, director of Liberty, described Britain's extradition deal with the US as "rotten". She said: "No one is safe from being shipped off like freight on the basis of allegations from around the world" while the agreement is in place.

A Home Office spokesman said: "The Government is committed to a review of the Extradition Act, but we cannot comment on individual cases."

The regulations mainly focus on conflicts involving foreign limited liability companies, including the effectiveness and legal consequences of equity transfer contracts without administrative approval, according to a statement on the website of the supreme court.

The new rules also specify various conditions for anonymous investment, and consider contracts invalid only when investors allegedly violate laws and regulations or intent to escape legal responsibilities.

The move aims to protect many investors who make anonymous investment when it is not proper to reveal their names.

According to the SPC statement, conflicts involving foreign investment companies accounted for about 20 percent of all foreign- related civil and commercial cases in the past two years.

"Among these cases, conflicts involving share transfer, anonymous investment, merger and liquidation saw a sharp increase, and the legal problems reflected in these cases are very complicated," said the statement.

SPC spokesman Sun Jungong said the rules will play a positive role in ensuring equal rights of domestic and foreign investment companies and promoting a fair market environment.

However, the document did not cover merger conflicts.

"These conflicts are more complicated as they not only involve private laws but also run on public laws such as the Anti-monopoly Law... and the legal basis is inadequate. So it's not the right time to map out judicial interpretations for them," Sun said.

A court heard 36-year-old Amanda Jane Cullen had phone conversations with Mark Fell while he was in prison awaiting trial, in which he instructed her to protect the secret hiding place of a sawn-off shotgun he planned to use to scare his victim.

Although she did not act on any of his instructions, Cullen was charged with conspiracy to pervert the course of justice, which she admitted at Bristol Crown Court on January 14 this year.

On Thursday, she was back in the dock at London's Criminal Appeal Court, where top judges agreed to cut her sentence to 10 months.

Mr Justice Davis, sitting with Lord Justice Leveson and Mr Justice Tomlinson, told the court Cullen, tiffany sale of West Coker, Yeovil, was contacted seven times by Fell between January and June last year.

At that time, Fell, 45, of Tudor Court, Manor Road, Yeovil, was on remand in prison after being charged with rape, kidnap, false imprisonment and sexual assault of a 19-year-old girl.

The court heard he made a series of phone calls to friends and associates, including the seven to Cullen - his former partner and the mother of his child.

Recordings of the conversations revealed Fell asked Cullen to do a number of things, including contacting others and ensuring the sawn-off shotgun he had hidden was still where he left it.

In one conversation, Fell said to her that, the more they did to "blacken" the victim, the more his "soul came clean again".

She indicated she would help to back up his version of events regarding the attack on his teenage victim.

But Mr Justice Davis told the court Cullen did not take any "active steps" to follow Fell's instructions and in fact gave evidence for the prosecution at his trial.

The court heard Fell was convicted of all charges and handed an indeterminate sentence for public protection with a minimum term of 10 years. A jury agreed with the prosecution's case that he snatched the teenager off the street in Yeovil and subjected her to a horrifying sexual ordeal.

Lawyers acting for Cullen argued her sentence was too long given that she had admitted her crime, shown genuine remorse and had not acted on any of Fell's requests.

They also told the court another conspirator, 35-year-old Daniel Williams, of Arundel Way, Yeovil, was only jailed for 19 months after being convicted by a jury of conspiracy to pervert the course of justice.

The appeal judges said they were unable to suspend the jail term, describing the offence as "a very serious matter" - but agreed to cut the sentence to 10 months.

Mr Justice Davis said: "We think, in the circumstances, that a sentence of two years in this case was significantly longer than was necessary and was too long.

"We think that the appropriate sentence should have been one of 10 months imprisonment.

"Conspiracy to pervert the course of justice is a very serious matter indeed and it is important that the courts take a relatively stern stance in these cases."

The three nine-week-old cubs, which swim underwater to catch their prey in the wild, are the product of a breeding program designed to protect the endangered creature.

Sam Harley, head keeper at Newquay Zoo, said the tiny Asian Fishing Cats were still quite wary of humans but were entertaining children by stalking their food.

JAN Uddin has experienced an incredible amount in his life, from a violently abusive father, to teenage gangs and a mother battling cancer for the FIFTH time.

His dad used to beat him viciously, refused to let him watch TV or read books, and one night dragged his family back to Bangladesh.

It's no wonder that Jan once thought of killing himself.

Yet now he's an actor on the brink of the big time, after starring in a British film, appearing in EastEnders and acting alongside Gillian Anderson and Heather Graham.

The 24 year-old heart-throb stars as Sweet Boy in Shank, a film released tomorrow on DVD which also features Skins star Kaya Scodelario. It's set in a lawless futuristic London full of rival gangs.

It's not a totally alien environment to Jan, who grew up in Handsworth, Birmingham, after a traumatic start to his life.

For seven years he lived in Stoke-on-Trent, terrorised by his strict father Bilal.

"He was really twisted and violent,'' Jan recalled. ''I'd go to school covered in cuts and black eyes. It wasn't just slaps, it was stamping and full-on punches. He used bits of furniture to hit me and my three brothers and sisters.

"The worst thing was watching him hit my mum when she had cancer.

Bundled "He didn't want us to be Westernised and refused to let us read or watch TV.

"Then one night he bundled us into a van and took us to Bangladesh. We thought we were never coming back, but then he got ill and died. None of us mourned him.

"My mum got cancer again and persuaded his relatives to let us come back to England so she could be treated. We settled in Birmingham when I was eight."

Not that life was that much better then for Jan, a pupil at Holte School in Aston. "I'd get robbed all the time for money and my bike. It wasn't nice,'' he says. "I hung around in gangs, though we weren't violent - we were more interested in chasing girls! We got involved in stealing cars, smoking drugs and taking Ecstasy.

"I was a troubled kid. With all the nasty things I'd seen, I didn't think I had much of a future.

"I moved to London at 18 but felt lost and depressed. I had panic attacks, insomnia and suicidal thoughts. "I went to the doctor's for a hay fever jab and found myself saying 'Actually, I think I'm going to kill myself quite soon'. She referred me to a psychiatrist and I got help."

Not only is Jan now happy to be alive, he's also helping his mother Rohina fight off another bout of cancer. He returns to Birmingham every fortnight to see her in Hall Green.

"She's in a lot of pain. She's been so brave, fighting cancer four times, but they haven't been able to remove this tumour in her hip bone."

When Jan moved to London he worked as a model before going to drama school, having earlier discovered acting with Birmingham's Crescent Youth Theatre.

His first job, on the film Boogie Woogie, saw him star alongside Gillian Anderson, Joanna Lumley and Amanda Seyfried. His trailer was next to Heather Graham's and he had breakfast with her every day.

People living in the high-rise Stanhope House say they have been continually told by council chiefs that there is "insufficient budget" to carry out works to improve the site.

Elderly residents say the garden was "ruined" around three years ago when council workers carried out works to repair balconies on the block.

At that time the plants were pulled out and bark laid down, cheap ed hardy but the weeds were left to grow.

Stan Turner, aged 87, who lives at the flats told the Herald this week: "They ruined the garden when they repaired the balconies.

"They have not done anything with it since. Nothing at all.

"All they require is a strong weed killer to spray them and put some bark down and plant a few green plants.

"One man could do it in one day."

He and his wife Joan, aged 84, have lived at the property for 14 years and said the weeds were "right on our front door".

"People approach it and see nothing but weeds 4ft high," Stan added. "They have said for three years they have no money."

The town has recently been planting tens of thousands of plants in preparation for the Heart of England in Bloom contest.

A Tamworth Borough Council spokesman said: "A request was received from one household in Stanhope House last year, to improve the small piece of land adjacent to the entrance ramp to the block. The resident was advised that there was insufficient ongoing budget available to grass and plant the area but alternatives would be explored in the new financial year.

"The resident was advised two weeks ago by the estates management team that quotes for the improvements were in progress, with a view to alternative surfacing to enhance the area cosmetically, possibly with gravel or bark "Once this process is completed, residents will be consulted to ascertain their feedback."

AFTER a night dining and dancing in the company of film star Jeremy Irons, Spanish actress Loles Leon was hoping for something more than conviviality when he invited her back with friends to his hotel suite.

The Cork-based actor's understated charm had apparently worked its magic on Miss Leon and she was looking forward to a romantic encounter.

But instead of the evening culminating in a passionate embrace, it ended in hospital after she fell down a flight of stairs in Irons's suite.

Following a decade-long legal battle, Loles Leon, now 57, has been awarded E44,000 in compensation after breaking her pelvis in the Madrid hotel room of the married Englishman.

The two had met earlier in the evening on a television show, went for dinner and then out dancing before returning to the five-star Santo Mauro hotel with a small group 'for one last drink'.

But the lights in Irons' suite were not working, and the actress fell down 18 steps, seriously injuring herself, as she looked for a switch.

Miss Leon, from Barcelona, spent 36 days in hospital following the incident in October 1999.

She has fought a lengthy legal battle with the hotel ever since, but on Tuesday the Supreme Court in Madrid ordered the establishment to pay her E44,000. She had demanded E551,000 but the court found the hotel only partially responsible for the accident, for not having emergency lighting in the suite.

Irons, 61, who lives in a controversial 'pink' castle in Ballydehob, Co. Cork, is perhaps best known for his role as Charles Ryder in the 1981 TV adaptation of Brideshead Revisited. He has been married to Irish actress Sinead Cusack, 61, since 1978 and they have two grown-up sons.

She said: 'We met on a television programme called Vertigo. Later we designer shoes went to dinner, to dance. We were with five or six people and we decided to go for "one last drink" in the hotel. As Jeremy is such a genslp tleman he insisted I went in (to the suite) first. There was a staircase, I went to turn the light on and I fell. I went flying. Everyone was screaming, including me.

'They didn't know what had happened to me. Jeremy Irons ran to reception to tell them to bring a torch to see what had happened.

'There were 18 steps, and I fell to the bottom. I could have been killed. In court they asked me what I was going to do in the room. I told them "listen, I am a big girl and I can do whatever I like".

'I don't have to explain myself to anybody. He was married... I went with him so I could tell my girlfriends.

To tell them I had spent the night with Jeremy Irons. But God knows what would have happened if I hadn't fallen. I think he was up for it. That happens sometimes.

'We had a very good feeling all night. He was charming. We spoke in French about the theatre and writers. I lost several jobs, I still see the physiotherapist, and I have never fully recovered.

The city soon will move to year-round yard-waste collection. Leaves and Christmas trees will be collected only in yard-waste containers, diverting 24 tons of plastic and bag waste each year, officials said.

Leaf removal also will be increased from three planned pickups per season to weekly waste container pickups.

Garbage collection fees, meanwhile, will be increased, officials said.

Residents who do not currently use the yard-waste program will see a $3.50 increase monthly. Residents already using the program will see a $1.25 monthly increase beginning in July.

Officials said the changes will help extend the life of the city landfill, which, at the current pace, is expected to reach capacity within 50 years.
